Federal Government Bans Admission and Transfer into SS3
The Federal Government has announced a nationwide ban on the admission and transfer of students into Senior Secondary School Three in all public and private secondary schools.
The directive was issued by the Federal Ministry of Education and made public in a statement signed by the Director of Press and Public Relations at the ministry Folasade Boriowo. According to the statement the policy will take effect from the 2026/2027 academic session.
The ministry said the decision was taken to address the growing cases of examination malpractice across the country particularly the use of special centers during external examinations. Authorities explained that some parents and guardians move students to certain schools shortly before their final examinations because they believe those schools offer unfair advantages.
The government noted that this practice weakens the credibility of national examinations and damages confidence in the education system. By stopping admissions and transfers into SS3 the ministry said it hopes to discourage last minute movement of students and ensure that candidates sit for examinations in schools where they have undergone proper academic preparation.
Under the new policy admissions and transfers will only be allowed into Senior Secondary School One and Senior Secondary School Two. Admission or transfer into SS3 will no longer be permitted under any circumstances whether in public or private schools.

The ministry added that the policy will also improve academic monitoring and promote continuity in teaching and learning. Allowing students to complete most of their senior secondary education in one school will make it easier for teachers and administrators to track performance and maintain accurate academic records.
School proprietor’s principals and administrators across the country have been directed to comply fully with the new directive. The ministry warned that any school found violating the policy would face sanctions in line with existing education regulations and guidelines.
Reaffirming the commitment of the Federal Government to protecting academic standards the ministry stated that the ban is part of broader efforts to promote fairness transparency and discipline in the education sector.
Parents and guardians were advised to plan ahead when enrolling or transferring their children and to ensure that any change of school is done before the end of SS2. The ministry said further guidance would be provided as the implementation date approaches.
